<p>The BLS estimated 24,580 persons were employed as &#8220;Computer and Information Research Scientists&#8221; in 41 states.  The employment occupation code is <a href="http://www.bls.gov/oes/current/oes151111.htm">15-1111</a>.  </p>

I was curious has to how employment in this sector was correlated with state unemployment rates.  This is the comparison for May-June 2010.  The short answer is that the two series are not correlated.  The R^2 for an OLS regression is just .01. </p>

<p>KEI is interested in the development of sustainable mechanisms to strengthen the evidence for public policy decisions.  One element of this work concerns user generated databases, an area of considerable interest, but mixed experience, in recent years.  The following are examples of several such projects, beginning with the excellent Ensembl project, followed by several others of varying degrees of success in their implementation.</p>
<p>As this brief list shows, there are all sorts of ways to design and manage user generated databases.   In some cases, the database services seem to be set up more to showcase a technology or an idea for a platform.  In other cases, the database is a focused effort to solve a practical and well identified user interest.  Some are run by for profit companies, others by non-profits, individuals or communities.  The databases take different approaches in terms of database design, attention to standards for data formats, and governance, among other issues. </p>
<p><a href="http://ensembl.org"><strong>The Ensembl Project</strong></a></p>
<blockquote><p>The Ensembl project produces genome databases for vertebrates and other eukaryotic species, and makes this information freely available online.  The Ensembl project was started in 1999, some years before the draft human genome was completed. Even at that early stage it was clear that manual annotation of 3 billion base pairs of sequence would not be able to offer researchers timely access to the latest data. The goal of Ensembl was therefore to automatically annotate the genome, integrate this annotation with other available biological data and make all this publicly available via the web. Since the website&#8217;s launch in July 2000, many more genomes have been added to Ensembl and the range of available data has also expanded to include comparative genomics, variation and regulatory data.</p>
<p>The number of people involved in the project has also steadily increased. Currently, the Ensembl group consists of between 40 and 50 people, divided in a number of teams. <span id="more-1271"></span>The Genebuild team creates the gene sets for the various species. The result of their work is stored in the core databases, which are taken care of by the Software team. This team also develops and maintains the BioMart data mining tool. The Compara, Variation and Regulation teams are responsible for the comparative and the variation and regulatory data, respectively. The Web team makes sure that all data are presented on the website in a clear and user-friendly way. Finally the Outreach team answers questions from users and gives workshops worldwide about the use of Ensembl. The Ensembl project is headed by Paul Flicek and Steve Searle, and receives input from an independent scientific advisory board.</p>
<p>Ensembl is a joint project between European Bioinformatics Institute (EBI), an outstation of the European Molecular Biology Laboratory (EMBL), and the Wellcome Trust Sanger Institute (WTSI). Both institutes are located on the Wellcome Trust Genome Campus in Hinxton, south of the city of Cambridge, United Kingdom.

<blockquote><p>PhotoEnforced.Com is a user generated or crowd sourced database of photo enforced locations.  The open database of locations and fines is continually updated by anonymous users from around the U.S.  The majority of the database currently contains red light cameras and speed cameras.  However, as photo enforcement becomes an increasingly popular source of revenue for cities around the U.S. other photo enforcement techniques such as illegal right turn cameras, bus lane cameras, parking cameras, toll booth cameras, carpool lane enforcement, railroad cameras will soon be coming online.  The database consists of more than 6,400+ locations, fines and it is growing everyday. </p></blockquote>

<p><a href="http://www.bodylogs.com/"><strong>Bodylogs</strong></a><br />
While this site has an interesting purpose, it does not look that well implemented in practice:</p>

Bodylogs collects anecdotal information relating to a certain health topic under the premise that in large amounts this information becomes very powerful. <blockquote><p>Accessibility Mapr is like a cross between Wikipedia, Google Maps, and a disability access map. Anyone can add information about the accessibility of any location on earth to the map, and the information is then available for all to freely view.</p>
<p>Why did you create Accessibilty Mapr?  I&#8217;m a wheelchair user and I spend a great deal of time trying to work out if various places that I want to or need to go to are going to be accessible. Often they&#8217;re not, which sucks. But equally unjust, I would argue, is how difficult it can be to get accessibility information without going to the location in person. Sure, some large organisations and businesses publish accessibility information on their websites, but the quality of the information varies and can be difficult to find. And most small businesses haven&#8217;t even thought about accessibility, let alone publicized it. You can ring up, but what guarantee do you have that the person on the other end knows what they&#8217;re talking about.  My hope is that Accessibility Mapr can be a repository of grass roots accessibility knowledge: for people with disabilities, by people with disabilities. </p></blockquote>

This is a collaborative project to create a free editable map of the world.  From today&#8217;s Wikipedia:</p>

In April 2006, the OpenStreetMap Foundation (OSMF) was established to encourage the growth, development and distribution of free geospatial data and provide geospatial data for anybody to use and share. <p><strong><a href="http://freebase.com">Freebase</a></strong><br />
A history of Freebase is available from the Freebase Wiki <a href="http://wiki.freebase.com/wiki/History_of_Freebase">here</a>, and some more information is avaiable from <a href="http://en.wikipedia.org/wiki/Freebase">http://en.wikipedia.org/wiki/Freebase</a>.  The Freebase domain and trademark are owned by  Metaweb, a firm acquired by Google in 2010.  Freebase claims to have 374,600,492 &#8220;facts&#8221; and nearly 23 million topics.  </p>

Freebase has information about approximately 23 million Topics or Entities. Each one has a unique Id, which can help distinguish multiple entities which have similar names, such as Henry Ford the industrialist vs Henry Ford the footballer. Most of our topics are associated with one or more types (such as people, places, books, films, etc) and may have additional properties like &#8220;date of birth&#8221; for a person or latitude and longitude for a location. These types and properties and related concepts are called Schema. Anyone can contribute data to Freebase, and you can also build your own schema in a Base if Freebase does not yet have schema for a subject you&#8217;re interested in.<br />
Where does the data come from? Data in Freebase comes from a variety of Data sources. Some data is loaded by automated Data Pipelines, some uploaded in bulk, either by Metaweb&#8217;s Data team or by our Community of contributors using our API or other data loading tools. Other data is manually added piece by piece by individuals who simply use the website to edit topics.</p></blockquote>
<p><strong><a href="http://ClinicalTrials.gov">ClinicalTrials.gov</a></strong>.</p>
<blockquote><p>ClinicalTrials.gov currently contains 111,738 trials sponsored by the National Institutes of Health, other federal agencies, and private industry. Studies listed in the database are conducted in all 50 States and in 175 countries.   ClinicalTrials.gov receives over 50 million page views per month 65,000 visitors daily.</p>
<p>A Protocol Registration System (PRS) account is required for submitting study information to ClinicalTrials.gov. Data submitters must coordinate with all of their partners so that trial information is submitted only once, by one of the entities listed below, to ClinicalTrials.gov.   Trial data may be submitted by the following entities: </p>

<li>Sponsors legally responsible for conducting clinical trials, e.g., holders of investigational new drug applications from the U.S. Food and Drug Administration.</li>
<li>Governmental or international agencies conducting or supporting clinical trials, e.g., the U.S. National Institutes of Health.</li>

<p><a href="http://wheredoesmymoneygo.org/"><strong>Where does my money go?</strong></a></p>
<blockquote><p>Where Does My Money Go? aims to promote transparency and citizen engagement through the analysis and visualisation of information about UK public spending.  It is an independent non-partisan project run by the Open Knowledge Foundation. We&#8217;re trying to make government finances much easier to explore and understand &#8211; so you can see where every pound of your taxes gets spent.  </p>
<p>Where Does My Money Go? was first developed as an idea by the Open Knowledge Foundation‘s Jonathan Gray in 2007.  In November 2008 the project was a winner of the UK Government’s Show Us a Better Way competition. The project received a small grant in summer 2009 from the UK Government to develop a prototype, which was launched in autumn 2009. In 2010 the project received funding from Channel 4′s 4iP to support further development.</p>
<p>The Open Knowledge Foundation (OKF) is a not-for-profit organization dedicating to making information open — available for anyone to access and re-use. <blockquote><p>In August 2008, Congress passed the Consumer Product Safety Improvement Act (CPSIA). Section 212 of the CPSIA requires the U.S. Consumer Product Safety Commission (CPSC) to create, by March 2011, a searchable public database of reports of harm (Reports) related to the use of consumer products and other products or substances within the jurisdiction of the CPSC.</p>
<p>The U.S. Consumer Product Safety Commission&#8217;s Publicly Available Consumer Product Safety Information Database (Database) is a publicly searchable database where submitters can report to the CPSC a harm or risk of harm related to the use of a consumer product or other product or substance within the jurisdiction of the CPSC.</p>
<p>Members of the public can search the Database for safety information about products that are in their home already, or that they may be thinking about purchasing. Beginning March 11, 2011, reports of harm or “Reports,” that contain minimum information required by law and that provide the submitter’s consent, will be posted in the Database on our website at: www.SaferProducts.gov. The public can search the Database and review Reports approximately 15 business days after a Report is submitted to the CPSC.</p>
<p>Product manufacturers (including importers) and private labelers that are identified in a Report may submit comments to be displayed in the Database along with the Report. Information about product recalls is also available for search and review in the Database. The Database represents a new level of transparency for the CPSC, allowing the public to have immediate access to safety information about consumer products.</p></blockquote>

<blockquote><p>All motorists are aware of the bane of potholes that occur during each spring thaw. While a motorist’s reflex is to simply avoid a pothole and hope for a repair soon, a new project by the Carnegie Mellon University permits you to take an active role in road repair. If you have a GPS linked cell phone and a Facebook account, you can easily provide instant alerts to the concerned department on potholes in an area.</p>
<p>The project termed Road Damage Assessment System (RODAS), enables anyone to upload an image of the pothole via their Facebook account. The software will then link the uploaded image to an online map, thus creating a consolidated crowdsourced database of potholes. Pennsylvania Business Council’s PBC Education Foundation and the Pennsylvania Boroughs Association through its Chrostwaite Institute have provided seed funding for the project. While this project is helpful in creating a database of roads that need repair, the power will only fully be utilized if community members continue to upload the latest status of the potholes submitted by them. <p>These results are not correlated with R&#038;D spending.  At 2.2 percent, Apple reports the second lowest percent of revenues invested in R&#038;D for the group (only Dell is lower at 1.3 percent), but has the highest revenue and market cap per employee.  Google, which ranks second on both metrics, invested 13.7 percent of revenues in R&#038;D.   Red Hat, the Linux company, has the highest rate of reinvesting in R&#038;D, of 18.2 percent, and a market cap per employee of $1.97 million &#8212; which puts Red Hat 4th out of the ten companies in the comparison.</p>

<p>Pfizer&#8217;s <a href="http://www.pfizer.com/files/annualreport/2010/financial/financial2010.pdf">2010 Financial Report</a> for investors covers a number of topics.  </p>
<p>Where does Pfizer sell its drugs?  The U.S. represented 42.8 percent of Pfizer&#8217;s 2010 sales. Western Europe and Scandinavian countries were 24.6 percent.  Australia, New Zealand, Canada, Japan, and South Korea were 14.9 percent.  Together, these high income countries were 82.3 percent of Pfizer&#8217;s 2010 sales.  </p>
<p>Pfizer calls the other Asian countries, plus Africa, Latin America, and Eastern Europe, &#8220;emerging markets.&#8221;  This segment had 17.7 percent of Pfizer sales in 2010, up from 14.9 percent in 2008.    In 2010, the &#8220;emerging markets&#8221; were 72 percent of the sales in Western Europe and Scandinavia, and growing at a faster rate.<span id="more-1163"></span></p>

<p>This is how Pfizer reported its major cash flow areas for 2010.   Sales of $67.809 billion were offset by $45.306 billion in direct expenses and $1,124 billion in income taxes.  The remaining $21.379 was booked either as net income ($8.257) or a variety of amortizations and expenses for intangible assets, and acquisition and discontinued operations expenses ($13.122 billion).   </p>
<p>Pfizer&#8217;s combined outlays for the cost of sales and R&#038;D were 37.9 percent of sales.  </p>

Principal Provisions Affecting Us<br />

In March 2010, the Patient Protection and Affordable Care Act, as amended by the Health Care and Education Reconciliation Act (together, the U.S. Healthcare Legislation), was enacted in the U.S. This legislation has both current and longer-term impacts on us, as discussed below.</p>
<p>Certain provisions of the U.S. Healthcare Legislation became effective in 2010 or on January 1, 2011, while other provisions will become effective on various dates over the next several years. The principal provisions affecting us provide for the following:</p>
<p>• an increase, from 15.1% to 23.1%, in the minimum rebate on branded prescription drugs sold to Medicaid beneficiaries (effective January 1, 2010);<br />
• extension of Medicaid prescription drug rebates to drugs dispensed to enrollees in certain Medicaid managed care organizations (effective March 23, 2010);<br />
• expansion of the types of institutions eligible for the “Section 340B discounts” for outpatient drugs provided to hospitals meeting the qualification criteria under Section 340B of the Public Health Service Act of 1944 (effective January 1, 2010);<br />
• discounts on branded prescription drug sales to Medicare Part D participants who are in the Medicare “coverage gap,” also known as the “doughnut hole” (effective January 1, 2011); and<br />
• an annual fee payable to the federal government (which is not deductible for U.S. income tax purposes) based on our prior-calendar year share relative to other companies of branded prescription drug sales to specified government programs (effective January 1, 2011, with the total fee to be paid each year by the pharmaceutical industry increasing annually through 2018).</p>
<p>In addition, the U.S. Healthcare Legislation includes provisions that affect the cost of certain of our postretirement benefit plans.</p>
<p>Companies currently are permitted to take a deduction for federal income tax purposes in an amount equal to the subsidy received from the federal government related to their provision of prescription drug coverage to Medicare-eligible retirees. Under the U.S. Healthcare Legislation, effective for tax years beginning after December 31, 2012, companies will no longer be able to take that deduction. While the loss of this deduction will not take effect for a few years, under U.S. generally accepted accounting principles, we were required to account for the impact in the first quarter of 2010, the period when the provision was enacted into law, through a write-off of the deferred tax asset associated with those previously expected future income tax deductions. Other provisions of then U.S. Healthcare Legislation relating to our postretirement benefit plans will affect the measurement of our obligations under those plans, but those impacts are not expected to be significant.
</p></blockquote>
<p>Pfizer also provides this quite general analysis of pricing and access pressures, focusing mostly on Europe and on the threat the U.S. will negotiate prices for Medicare. </p>
<blockquote><p>Pricing and Access Pressures––Governments, managed care organizations and other payer groups continue to seek increasing discounts on our products through a variety of means such as leveraging their purchasing power, implementing price controls, and demanding price cuts (directly or by rebate actions). In particular, as a result of the economic environment in Europe, the industry has experienced significant pricing pressures in European markets. There were government-mandated price reductions for certain biopharmaceutical products in certain European countries in 2010, and we anticipate continuing pricing pressures in Europe in 2011. Also, health insurers and benefit plans continue to limit access to certain of our medicines by imposing formulary restrictions in favor of the increased use of generics. In prior years, Presidential advisory groups tasked with reducing healthcare spending have recommended and legislative changes have been proposed that would allow the U.S. government to directly negotiate prices with pharmaceutical manufacturers on behalf of Medicare beneficiaries, which we expect would restrict access to and reimbursement for our products. There have also been a number of legislative proposals seeking to allow importation of medicines into the U.S. from countries whose governments control the price of medicines, despite the increased risk of counterfeit products entering the supply chain. If importation of medicines is allowed, an increase in cross-border trade in medicines subject to foreign price controls in other countries could occur and negatively impact our revenues.</p></blockquote>
<p>On page 7 of the financial report, Pfizer offers this generic comment:</p>
<blockquote><p>We continue to aggressively defend our patent rights against increasingly aggressive infringement whenever appropriate (see Notes to Consolidated Financial Statements—Note 19. <p>In 1997, the Orphan Drug Tax Credit was made permanent.  In 1998, $80.4 million in credits were claimed on tax returns. By 2008, the claimed credits totaled $450.2 million.  This represents a compound growth rate of 17 percent per year. Over the eleven year period, the IRS reported total credits of $2.3355 billion.  This is not much when you consider that the orphan tax credit covers 50 percent of the cost of qualifying clinical trials.  During the period from January 1, 1997 to December 31, 2008, the FDA granted 1163 orphan designations for which the credit applied.  In the same period, the FDA gave marketing approval to 183 indications.  On a per-approval basis, that works out to 2335.5/183 = $12.8 million per indication that received FDA marketing approval.  </p>
<p>It is also useful to note that there were 6.4 indications for each one receiving marketing approval &#8212; a useful statistic regarding the hazard rate for orphan products.  <span id="more-1117"></span></p>
<p>Does the credit make economic sense? If 50 percent of cost of clinical trials was $12.8 million per indication that received marketing approval, how does this compare to the costs of the higher prices associated with it Orphan Drug Act&#8217;s 7 years of exclusivity?  Is there a more cost effective way to reward or finance investments in orphan indications?</p>

<p>One of the findings of the report:  ownership of cancer drugs sold as a monopoly is concentrated in six countries.   And, 85 percent of patented cancer drugs are owned by firms from the US, the UK and Switzerland.  <span id="more-1111"></span></p>
